Asylum seekers are one of the most vulnerable groups of migrants in Europe. This situation has not changed regardless of the fact that the number of asylum-seekers coming to the EU has declined during the last decade. Due to their uncertain legal position in regard to their future residence and the manifold restrictions which limit their stay during the application process in many European countries their individual future, be it short- or long-term, is not only full of uncertainty, their own ability to free themselves of restrictions and do something to determine their own fate is limited both by laws as well as psycho-social circumstances.
In this transnational cooperation agreement, development partnerships dealing predominantly with the target group of asylum-seekers are united to pursue common goals. In addition, development partnerships which focus in migrants with residence permission are included to benefit from each others experiences and knowledge in regard to the development of certain instruments and methods. The common interests of all participating DPs in the TC can be defined as follows:- to assist asylum-seekers and migrants in their endeavours to make use of their stay in Europe, be it long-term or short-term, without being too much dependent on the often meagre resources made available to them by the social system
- to raise the potentials of asylum-seekers and migrants for their employability and raise the awareness for these potentials with employers and government agencies
- to educate the asylum-seekers or migrants in such a way that abilities and knowledge are accumulated which can be used both in the case of approval of their asylum-application as in the case of return to their country of origin
- to cooperate with DPs who are working with migrants on similar development tasks (like development of instruments)
- to promote regional, national and EU-wide approaches to solve the above mentioned problems.
Based on the assumption that Migration Policy and the regulations and approaches within it especially in regard to asylum seekers and migrants will continue to integrate and amalgamate into a common EU-policy in the foreseeable future, we therefore have the main objective to facilitate the exchange of experiences, working knowledge, social and political settings and approaches for individual and regional solutions to the aforementioned problems within the target groups, to develop alternatives by comparison and to reach common approaches in regard to the question how to tackle these problems on individual, group-, regional or national level within the European Union and, finally, to disseminate them in the most adequate way.
